Oxblood Ruffin is a member of the Cult of the Dead Cow (cDc), a publishing and hacktivist collective. He is the executive director of Hacktivismo, an international group of hackers and human rights activists who have developed circumvention technologies. Oxblood is the co-author of the Hacktivismo Enhanced-Source Software License Agreement (HESSLA). It allows for enhancements to be made and for derivative works to be created, but it prohibits the use or modification of the software to violate human rights or to introduce features that spy on the user. It is intended to be a legally enforceable document. Oxblood recently completed a documentary feature, DesiSec, for The Centre for Internet & Society, Bangalore. It explores cybersecurity in India from the civil society perspective.
